Consultation Activities for
ATES Development
NCES Consultation Activities to Develop the Adult Training and Education Survey
The Adult Training and Education Survey (ATES) is the precursor to the 2022 National Training, Education, and Workforce Survey (NTEWS). The National Center for Education Statistics (NCES) within the Institute of Education Sciences at the U.S. Department of Education has conducted several outside-agency activities from 2009 through 2018 in their development of the ATES. Table 1 delineates a high-level summary of NCES’s ATES planning effort that included a federal interagency working group, three expert panel meetings, focus groups, cognitive interviews, an initial pilot study, a response rate study, a feasibility study, and a final national administration of the ATES.
