MEMORANDUM FOR MILITARY COMPENSATION, MILITARY PERSONNEL POLICY
SUBJECT:
Justification for the Continued Use of Social Security Numbers in DD Form 2698,
Application for Transitional Compensation – Accepted
Thank you for completing your review of Social Security Number (SSN) use within your
form DD 2698, Application for Transitional Compensation under system of records notices
NM01752-1,(DITPR ID 189); A0608-18-DASG, (DITPR ID 13777); and T7347b,(DITPR ID
98). After review, the Defense Privacy, Civil Liberties, and Transparency Division (DPCLTD)
has accepted your request to allow DD Form 2698 to continue using SSNs under DoDI 1000.30,
Enclosure 2.c.(7), Federal Taxpayer Identification Number, due to the associated systems that
have a function pertaining to collections, payment and record keeping. Enclosure 2.c.(8),
Computer Matching is approved until such time as the applications linked to this form can be
moved to some other identifier as a primary means for transferring, matching, or checking
information. The DPCLTD requires that your form be re-evaluated in two years. As stated in
Enclosure 2.c.(8), these applications shall be rigorously scrutinized to determine the availability
of some other means for conducting these transactions.
While this system has been identified as requiring collection, maintenance, and use of the
SSN at this time, you must continue to ensure that this data is afforded the highest protections
practicable through use of appropriate administrative, technical and physical safeguards. Please
maintain a copy of your justification and this memo in your records.
