Section 107(5) of the Federal Credit
Union Act authorizes Federal Credit Unions (FCU) to make loans to
members and issue lines of credit (including credit cards) to
members. Section 701.21 governs the requirements related to loans
to members and lines of credit to members for FCUs. Additionally,
Part 741 established requirements for all federally insured credit
unions (both Federal and state charters) related to loans to
members and lines of credit union members. NCUA reviews the
information collections to ensure compliance with applicable
regulations and laws, and to assess the safety and soundness of the
credit union’s lending program.

The NCUA amends Appendix B of
Part 741 by removing the prohibition on the capitalization of
interest in connection with loan workouts and modifications and to
allow FICUs to capitalize unpaid interest when working with
borrowers. Currently, all FICUs are required to retain and maintain
a written loan policy; of which 500 FICUs are estimated to take
four hours annually to retain and maintain enhanced records related
to loan workout activity. NCUA anticipates a 50 percent increase in
the number of these respondents due to the amendment. This revision
would increase the information collection requirements by 2,000
burden hours. A total of 23,584 burden hours requested.
