This is a request for renewal of an information collection for United Nations (UN) Pressure Receptacles. The information collection is mandatory for regulated entities who wish to manufacture UN Pressure Receptacles and is a reporting and recordkeeping requirement. Those entities subject to this information collection are required to submit an application for approval of new design types whenever they wish to manufacture a new UN Pressure Receptacle, which is reviewed and approved by PHMSA. During enforcement inspections, DOT officials may request to see a copy of the appropriate information. The purpose of this collection is to ensure that UN Pressure Receptacles, align with International requirements and provide an adequate level of safety to DOT cylinders. There is a change in this information collection burden due to a reevaluation of this burden by PHMSA. Specifically, in evaluating this information collection, PHMSA determined this requirement for the approval should be separate between new applications and modified applications. In addition, PHMSA has revised the hourly burden estimates (increased for approval submission and decrease in recordkeeping burden) to better reflect current estimates. These were revised based on stakeholder and program feedback and evaluation.
