The Construction Reserve Fund (CRF),
authorized by 46 U.S.C. Chapter 533 (the Act), is a financial
assistance program which provides tax benefits to owners and
operators of U.S.-flag ships. The application is required from all
citizens who own or operate vessels in the U.S. foreign or domestic
commerce who desire 'tax' benefits under the CRF program. Annual
statements are required from each respondent. The information
provided in the application will be used by the Maritime
Administration (MARAD), Office of Financial Approvals, to determine
if an applicant qualified for the benefits. The annual statement is
used by MARAD to assure that account holders are satisfying the
requirements of the program and to keep agency leaders informed of
the scope and scale of use of the program. The collection is
reporting (not a survey).
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
