In this survey, the term “activation” refers to the involuntary or voluntary call to active duty in support of a contingency of a National Guard/​Reserve component member under Title 10 for Full Mobilization, Voluntary Active Duty, Partial Mobilization, Presidential Callup, or National Guard members under Title 32. It does NOT apply to members on full-time active duty (Active Guard Reserve [AGR], Full-Time Support [FTS], or Active Reserve [AR]), members serving on full-time National Guard Duty, members performing inactive duty for training (IDT), members performing annual training, or members serving on State Active Duty.

In this survey, the term “deployment” refers to the movement of a member (or unit), for duty purposes, to a location that would be considered outside normal commuting distance or time from the member's permanent duty station (for example, the location where the member normally performs Inactive Duty Training [IDT] drills). Deployments can be to a location within the contiguous 48 states (CONUS) or to a location outside the contiguous 48 states (OCONUS).

Authority for determining how allegations of sexual assault are handled after the investigation rests with the Commander. However, Commanders do not make military justice decisions on their own. Every Commander is informed and advised by military attorneys throughout the case and at each key stage of the military justice process. Commanders must consult with a military attorney about the evidence in a sexual assault case before deciding whether a court martial is justified.
