In December 2020, an emergency clearance request was approved for only 2 of the sections of the information collections under the rule Metrics and Minimum Standards for Intercity Passenger Rail Service, as these provisions began on December 16, 2020. However, the other provisions were not immediately needed, therefore, those were not included on the original emergency submission. This revision includes the additional provisions required under the rule making. Therefore, except for the original 2 provisions, all other are considered new and thus a program change.
