about?

The Secretary of DHS is mandated to prescribe regulations for
governing the closures of drawbridges to navigation. A change to a
drawbridge regulation requires notification to the public and that notice
shall include the time, place, need and nature of the change. This
information can only be obtained from the bridge owner.
