The 2008 Rule is referenced here because it was never uploaded into ROCIS. We |

are attempting to close that loop by including it within this ICR renewal as we |
|
|
|
|
|
|
cannot go back to the 2008 or 2010 renewal time period to conclude those packages. |

|

The 2013 renewal package is referenced here for the same reason. We had issues |
|
|
|
|
|
|
processing the 2013 package because the 2008/2010 package was never concluded. |

|
|
|
|
|
The 2008 Rule removed 200 foreign respondents from reporting which decreased |
|
|
|
|
|
|
the burden dramatically. It also included all domestic air carriers that had at least |
|
|
|
|
|
|
one percent of the total domestic schedule passenger revenues. |

|
|

From the 2008 Rule to 2010 renewal there were no changes. For the 2013 renewal |
|
|
|
|
|
|
the respondents decreased by 2. When the new NPRM (60 day Notice) was published |
|
|
|
|
|
|
in 2014, the respondents decreased by another 2, but based on the cost/benefit |
|
|
|
|
|
|
analysis in the NPRM, the hours per report increased to 16. When the new Final Rule |
|
|
|
|
|
|
was published in 2016, respondents decreased by another 2. However, based on |
|
|
|
|
|
|
the Final Rule, changing the respondents from one percent to half a percent of the |
|
|
|
|
|
|
total domestic scheduled passenger revenues, this increased the respondents by 7 |
|
|
|
|
|
|
to a total of 19. When the Rule becomes effective on Jan. 1, 2018, there will be 18 |
|
|
|
|
|
|
respondents, as two of the air carriers merged, becoming one air carrier. |
