The Higher Education Amendments of 1998 created the Grants to Reduce Violent Crimes Against Women on Campus Program to enhance victim services and develop programs to prevent violent crimes against women on campuses. The Campus Program enables institutions of higher education to develop and strengthen effective security and investigation strategies to combat violent crimes against women on campuses, including domestic violence, sexual assault and stalking.
