The Charter Service program ensures
that private charter bus providers (who register on FTA's Charter
Registration Website) are given the first opportunity to provide
charter bus service and protects them from unauthorized competition
from public transit providers that receive federal funding from
FTA. This is a voluntary collection of information from private
charter bus companies and transit agencies. The collection of
information from private charter bus companies is conducted during
their initial registration on FTA’s Charter Service Registration
website. Registration allows the company to be notified
electronically of third-party charter service request in their
geographic region that are submitted to FTA grantees. The companies
are requested to update their information every two years.
Although, private charter companies are given priority, an FTA
grant recipient may provide charter service and is required to
electronically report such information on a quarterly basis. The
Charter Service program was unchanged with the passing of the
Fixing America’s Surface Transportation Act (FAST) however, this
information collection request reflects an increase of 711
additional respondents from the total reported in 2017 which is
changed from 1,469 to 2180. The 711 new respondents all occurred in
mid-April 2020. The Charter Bus industry held an online association
meeting where the organizer recommended all participants register
on FTA’s charter website to ensure they would be aware of any
potential charter bus business opportunities. Although the number
of respondents increased the actual burden per respondent remained
the same. This submission also includes updates in cost to the
respondents based on the 2019 Bureau of Labor Statistics wage rates
and the federal costs which were updated as a result of the 2020
OPM salary table.

This supporting statement is
associated with a request for an extension of a currently approved
information collection. The Charter Service program was unchanged
from the last IC submission in 2017. However, this information
collection request reflects an increase of 711 additional
respondents from the total reported in 2017 which changed from
1,469 to 2180 respondents. The 711 new respondents all occurred in
mid-April 2020. The increase was the result of an industry
association meeting where the organizer recommended all
participants register on FTA’s charter website to ensure they would
be aware of any potential charter bus business opportunities.
