B1. Respondent Universe and Sampling Methods

Respondents to this information collection are HMRF grantees with local descriptive evaluations (16 grantees) or with local impact evaluations (18 grantees) -- note that one grantee is conducting both an impact and a descriptive local evaluation. All of these 33 grantees will be asked to respond to the information collection.


B2. Procedures for Collection of Information

Respondents will receive the analysis plan templates and instructions from ACF. Grantees will submit completed analysis plan templates to ACF via email. ACF and the FaMLE Cross-Site evaluation team technical assistance liaison will review each analysis plan and provide feedback.


B3. Methods to Maximize Response Rates and Deal with Nonresponse


Expected Response Rates

ACF anticipates a 100% response rate.


Maximizing Response Rates and Dealing with Nonresponse

ACF will send the analysis plan template to grantees upon OMB approval. ACF and the evaluation team technical assistance liaison are in regular communication with grantees and will monitor completion of the analysis plan template. The liaisons will work closely with grantees and their local evaluators to address any challenges they may face in completing their analysis plan.


B4. Tests of Procedures or Methods to be Undertaken

There is no test of procedures for the proposed data collection efforts.


B5. Individual(s) Consulted on Statistical Aspects and Individuals Collecting and/or Analyzing Data

The full respondent universe will be included in this information collection, so no statistical sampling procedures are necessary. ACF staff and its contractor, Mathematica Policy Research, will work with grantees to collect and review the data. No consultation was necessary for either sampling or data collection.
