Under the Internal Revenue Code (IRC) at 26 U.S.C. 6061, any return, statement, or other document required to be made under internal revenue laws or regulations “shall be signed in accordance with forms or regulations” prescribed by the Secretary of the Treasury. Under that section's authority, TTB provides form TTB F 5100.1, which corporations and limited liability companies (LLCs) may use to identify the specific officials or employees, by name or by position title, authorized by their articles of incorporation, bylaws, or governing officials to act on behalf of, or sign documents for, the entity in TTB matters. This information collection allows TTB to identify the corporate and LLC officials or employees authorized to act on an entity's behalf in TTB matters.

There are no program changes associated with this collection. As for adjustments, while the estimated annual number of respondents and responses remain as previously reported (5,300), TTB is decreasing the estimated number of annual burden hours associated with this information collection by four hours, from 1,056 to 1,052 hours. This decrease is due to a change in agency estimates resulting from an increase in the number of respondents completing and submitting this information collection electronically via TTB’s Permits Online (PONL) system, which has a lower per-response burden estimate (11 minutes), as compared to the paper form (15 minutes).
