This study will meet the Congressional
mandate to evaluate the Innovative Assessment Demonstration
Authority Pilot Program (IADA). The program (Title I, Section 1204
of the Every Student Succeeds Act, or ESSA) allows the U.S.
Department of Education to exempt a handful of states from certain
testing requirements if they agree to pilot new types of
assessments. The study will produce a "Progress Report" and a "Best
Practices Report," as mandated by Congress. The Progress Report
will be based on existing documents from pilot states. The
subsequent Best Practices Report will add, via surveys, the
perspectives of district leaders, principals, and teachers on the
development, implementation, and outcomes of IADA assessments.
These reports will help the Department appropriately target its
technical assistance to tackle the largest barriers to adequate
progress in pilot states, and provide a valuable guide for other
states that may want to develop a new assessment in the
future.

This is a new Congressionally
mandated evaluation. The study will focus on the first four IADA
pilot states - New Hampshire, Louisiana, Georgia, and North
Carolina. All of the participating districts within these states
will be surveyed in spring 2021 and spring 2022 to describe their
implementation experiences. In addition, a sample of schools and
teachers within the participating districts will be surveyed in
spring 2021 and spring 2022 to describe their implementation
experiences. These data will be summarized in a "Best Practices
Report" that will inform the U.S. Department of Education's
technical assistance and future states' participation in the IADA
program. This is the first of two packages for the evaluation. This
package requests clearance for preliminary recruitment and sampling
activities to prepare for the surveys. The second package will
request clearance for the actual survey forms and procedures for
administering the surveys.
