asylum and/or withholding of removal in the United States is
classifiable as a refugee, or eligible for protection under the
Convention Against Torture, and is eligible to remain in the United
States.
In connection with the Global
Asylum rule, DHS USCIS and DOJ propose to make changes to the I-589
form and instructions, including: • Revising questions related to
harm or mistreatment, prior applications for refugee status or for
asylum and withholding of removal, and adverse discretionary
factors related to asylum eligibility. • Revising instructions
related to asylum and withholding of removal eligibility,
consequences associated with filing frivolous applications,
confidentiality, and adverse discretionary factors related to
asylum eligibility.
