% Reductiongallons
9999999999999; Number. Calculate the Credit or Deficit

• If [No. 18] is positive then [No. 19] = [No. 18] –
[any deficit in No. 17] (no need to consider any
credits from previous year)
• If [No. 18] is negative and [No. 17] is positive, and
if [No. 17] ≥ [No. 18], then [No. 19] = 0 (credits
cannot be carried forward more than one year)
• If [No. 18] is negative and [No.17] is positive, and if
│No.17│<│No.18│, then [No. 19] = [No. 17] – [No.
18] (result is a deficit carry forward.)
• If [No. 18] is negative and [No. 17] is negative,
then [No. 19] = [deficit in No. 18] – [deficit in No.
17] (note that this situation is in violation of
80.15(e)).
