Supplemental Information on Water Quality Considerations - ATF Form 5000.30
A. Justification
1. A person engaged in the business of manufacturing explosives is required to have
a license under the provisions of 18 U.S.C 843. The application process involves the
submission of the Application for Explosive License or Permit - ATF5400.13/16, in
order to determine if the criteria established under statutory authority are met by the
applicant. In addition, the Federal Water Pollution Control Act, 33 USC 1341
authorizes the execution of the Supplemental Information on Water Quality
Considerations - ATF Form 5000.30, during the application process, in order to
ensure compliance with the Act.
2. The data provided by the applicant on ATF Form 5000.30, allows ATF to identify
waste product(s) that are generated during manufacturing and disposal operations into
navigable waters. The information is then reviewed in order to determine if there is
any adverse impact on the environment. Information may be disclosed to other
Federal, State and local law enforcement and regulatory personnel, to verify data
submitted on the form, and to aid in the enforcement of environmental laws.
3. ATF Form 5000.30 is available on the ATF website, and was recently made
electronically fillable, and embedded with digital signature capability. Therefore, the
form can now be electronically completed and signed digitally or with a wet
signature. The completed form can be scanned and emailed to FELC@atf.gov, faxed
to 304-616-4401, or mailed to ATF for processing.
4. This collection of information does not have specific impact on small businesses.
5. The consequence of not conducting this information collection would result in waste
disposal that may not be in accordance with standards established in the Federal
Water Pollution Control Act.
6. There is no special circumstance as this information collection is consistent with 5
CFR 1320.6.
7. No comments were received during the 60-day Federal Register Notice period.
However, a 30-day notice will be published in the Federal Register to solicit public
comments.
8. No payment or gift is associated with this collection.

9. The information is kept in a secured location at the Federal Explosives Licensing
Center. Confidentiality is not assured.
10. No questions of a sensitive nature are asked.
11. The number of respondents associated with this collection is 680. Each respondent
completes the form one time. The total number of responses is 680, and the time
taken to complete the form is 30 minutes. The total annual burden is 340 hours.
12. The estimated annual cost associated with this form based on the 680 respondents
who pay approximately 45 cents to mail their application to ATF. Therefore, if no
applications are electronically submitted, the mailing costs can be calculated as
follows:
680 (# of respondents) *.45 (cost of mailing each response) = $306.00
13. The total cost to the Federal government is $4,000.00
14. There are no program changes or adjustments associated with this collection.
15. The results of this collection will not be published.
16. ATF does not request approval to not display the expiration date of OMB approval
for this collection.
17. There are no exceptions to the certification statement.
