The U.S. Census Bureau requests an
emergency 180-day approval of an emergency Information Collection
Request (ICR) to add three questions on remote work content to the
2020 Annual Business Survey (ABS). The additional questions are
designed to measure the impact of the COVID-19 pandemic on
businesses operations.
The purpose of adding
the questions to the ABS is to establish a baseline for the status
of telework prior to COVID-19. These data are not available from
any other source. The ABS is uniquely positioned to create these
estimates. Due to the need to begin collecting this information
right away, we are unable to allow for the time periods normally
required for clearance under the Paperwork Reduction Act (PRA).
Therefore, we are seeking approval under the emergency clearance
provisions of the PRA. We seek approval for this collection by May
29, 2020.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
