This Special Federal Aviation
Regulation (SFAR) provides regulatory relief to persons who have
been unable to comply with certain training, recent experience,
testing, and checking requirements due to the novel coronavirus
disease 2019 (COVID-19) outbreak. Certain pilot schools and
aircraft operators will be required to submit operational plans to
the FAA if they wish to avail themselves of the relief provided by
this SFAR. This relief allows operators to continue to use pilots
and other crewmembers in support of essential operations.
Additionally, this SFAR provides regulatory relief to certain
persons and pilot schools who are unable to meet duration and
renewal requirements due to the outbreak.
The FAA is publishing
this SFAR in response to the COVID-19 pandemic. The SFAR supports
the FAA's mission of facilitating safe and efficient use of the
national airspace system (NAS). To do so under current conditions
requires certain immediate modifications, such as reduction or
elimination of in-person meetings, testing, and training. This
unforeseen pandemic compels the FAA to seek emergency clearance,
given the importance of enabling users of the NAS without violating
provisions of 14 CFR. The accommodations provided in the SFAR are
necessary to avoid endangering public health. The FAA requests
approval concurrent with the public display of the SFAR at the
Federal Register.

This is a new ICR associated

being imposed on regulated entities; the FAA is asking these
entities to submit their plans to mitigate any reduction in safety
resulting from extensions to deadlines and other flexibilities
