SUBJECT: Justification for CMOS (DITPR 451) Use of Social Security Number (SSN)
1. Request continued use of SSN for Cargo Movement Operations System’s (CMOS) electronic records
management system for reasons of operational necessity.
2. CMOS is the Installation Transportation Office/Traffic Management Office (ITO/TMO) system.
CMOS integrates computer hardware, software, and communications to effectively plan, document and
manage outbound and inbound cargo and passengers, and to plan, schedule, and monitor the execution of
transportation activities in support of deployment and reception of forces. CMOS provides warfighters
with an end-to-end distribution capability and in-transit visibility during all passenger and cargo
movements. CMOS is operational at ~380 US Air Force, US Army, US Marine Corps, and National
Security Agency sites.
3. CMOS creates various shipping documents, including a travel manifest. For passengers, that manifest
includes their name and a unique identification number. The preferred methods of passenger
identification are to use either an EDIPI or passport number, although CMOS does allow users to enter an
SSN if necessary, as may be the case for retirees flying as “Space A CAT VI” passengers if they have not
yet updated their ID cards and do not have a passport.
4. In accordance with DTM 07-015-USD (P&R), DoD Social Security Number (SSN) Reduction Plan,
CMOS is justified under the SSN Use Case category "Computer Matching." CMOS shares manifest
information, which may include SSN data, with:
• Global Air Transportation Execution System (GATES)
• Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC)
5. Efforts to minimize usage of SSNs in CMOS have already been implemented. In support of that, the
data input field has been relabeled as “ID.”
6. Even as the usage of SSNs dwindle, the SSN data will remain resident in CMOS or its successor
system for 7 years due to existing documentation retention requirements. Controls are in place to prevent
unintended release of PII.
