This collection is revised due to an
associated rule that modifies the medical and beneficiary transfer
provisions of the Individual Fishing Quota (IFQ) Program for
fixed-gear Pacific halibut and sablefish fisheries off Alaska [RIN
0648-BJ07]. The IFQ Program allocates annual total catch limits for
the halibut and sablefish fisheries among individual fishermen and
Gulf of Alaska non-profit organizations holding quota share (QS).
This action is intended to simplify administration of the medical
and beneficiary provisions while promoting the long-standing
objective of maintaining an owner-operated fishery. The rule
broadens the range of providers who may attest to a medical
condition, increases the use of medical transfers to any 3 of 7
calendar years for any medical condition, defines "immediate family
member" using a current definition that covers a range of
relationships, and adds estate representative to who may receive
IFQ held by a decedent. These revisions will benefit respondents
and NMFS by providing clear standards, reducing potential
inconsistencies with definitions used for other state or Federal
programs, and reducing administrative costs and burdens that may be
required when applying existing regulatory provisions.

Conservation and Management Act as amended in 2006
'Appeals' is reinstated as it
was inadvertently removed in 2015: this results in 1 additional
response, 4 burden hours, and $536 in costs. The Registered Buyer
Landing Report was removed from this collection because it is
already counted in 0648-0515: this results in a decrease of 5,774
responses and 1,155 burden hours. Miscellaneous costs were updated
for postage, photocopy, and notary costs.
