Catch and effort data are needed for
scientific analyses that support critical conservation and
management decisions that are made by national and international
fishery management agencies. In addition, biologists need data on
the amount of fish, marine mammals, and sea turtles that are caught
or interacted with. This family of forms also includes the
collection of cost-earning information and discards reported by
fishermen. The final rule for 0648-BG75 requires owners and
operators of all for-hire vessels with federal permits for Atlantic
CMP species, Atlantic dolphin and wahoo, or South Atlantic
snapper-grouper to submit electronic fishing reports at weekly
intervals through NMFS approved hardware and software. Weekly
electronic reporting by owners and operators of all federally
permitted charter vessels and headboats will expand and enhance
current data collection efforts for potentially better fisheries
management, such as through more data-rich stock assessments, and
reducing the time delay between data collection and the
transmission of data for management. It would also specify
alternative reporting provisions during instances of extended
periods of non-fishing, such as submitting electronic no-fishing
reports, or when catastrophic conditions preclude electronic
reporting and the use of using paper forms or delayed reporting
deadlines may be authorized by NMFS.

The number of respondents and
overall burden hours is increasing due to the addition of a new IC
in association with new requirements specified in final rule
0648-BG75. The total Misc.costs are increasing due to associated
start-up costs of these new respondents acquiring the
infrastructure to complete reporting requirements
