The Commission is seeking approval
from the Office of Management and Budget (OMB) for a three-year
extension of this information collection to allow communications
equipment and related services to continue to be provided to
low-income individuals who are deaf-blind. The Twenty-First Century
Communications and Video Accessibility Act of 2010 (CVAA) requires
the Commission to take various measures to ensure that individuals
with disabilities have access to emerging communications
technologies in the 21st century. Section 105 of the CVAA adds
section 719 to the Communications Act of 1934, as amended (the
Act). Section 719 of the Act requires the Commission to establish
rules that define as eligible for up to $10,000,000 of support
annually from the Interstate Telecommunications Relay Service Fund
(TRS Fund) those programs that are approved by the Commission for
the distribution of specialized customer premises equipment
designed to make telecommunications service, Internet access
service, and advanced communications, including interexchange
services and advanced telecommunications and information services,
accessible by low-income individuals who are deaf-blind.
The Commission has re-evaluated
the burdens associated with this information collection since the
last time this information collection was reviewed and approved by
OMB and, therefore, makes the following adjustments: (a) The
Commission’s estimate for the number of respondents has decreased
by -9, from 78 to 69 respondents; (b) The Commission’s estimate for
number of responses has increased by +175, from 3,631 to 3,806
responses; and (c) The Commission’s estimate for the total annual
burden hours has decreased by -202, from 7,995 to 7,793 hours.
