Subpart S requires the operator (et
al) to integrate a comprehensive SEMS program into the management
of their OCS operations, providing for the prevention of waste and
conservation of natural resources on the OCS. These regulations
hold the operator accountable for the overall safety of the
offshore facility; ensuring all contractors and subcontractors have
safety policies/procedures in place that support the implementation
of the operator's SEMS program and align with the principles of
managing safety.
