This information collection (IC)
request is for a three-year extension of a currently approved
information collection under OMB control number 2132-0550 “Bus
Testing Program.” This request includes an increase in respondents
and burden hours. The response to the collection is required to
obtain or retain a benefit, as no federal funds may be obligated or
expended for the acquisition of a new transit bus vehicle unless
the bus has met the requirements of FTA's Bus Testing Program. The
entities responding to this information collection are transit bus
manufactures. The respondents submit bus testing requests to FTA on
occasion as new bus models are introduced or there are major
changes to an existing bus model previously tested. The information
submitted in the request form to FTA and the Altoona Bus Testing
facility includes the bus model, manufacturer information, vehicle
details, evidence of manufacturer/vehicle compliance with Federal
Motor Vehicle Safety Standards, overview of major changes to the
vehicle (if applicable), etc. This request for an extension
reflects the increase in both respondents and burden hours. The
respondent universe increased from 46 to 60 because of new requests
from bus manufacturers. There was also in increase in burden hours
because of innovations in the bus industry, resulting in new bus
vehicle designs. The new designs, increased the amount of
information needed to justify partial testing and ensure these new
transit vehicles are in accordance with the existing bus testing
requirements.

The change in this collection
reflects the increase in burden hours as a result of the additional
bus requests and introduction of new bus vehicle models in the
industry. The additional requests increased the respondent universe
from 46 to 60. In addition, as a result of innovations in the bus
industry, new bus designs increased the amount of information and
time needed in the test determination request and partial testing
request process.
