Supplemental Document: Justification for a no material/non-substantive change
ATF requests approval to make the following changes to [OMB 1140-0017 (Annual Firearms
Manufacturing and Exportation Report (AFMER) Under 18 U.S.C. Chapter 44, Firearms – ATF Form
5300.11)]:
Below are the proposed wording modifications we would like to make to the form/instructions to
help applicants better understand some of the items that we receive frequent calls and emails
about. We are NOT asking for any new/additional information.
Changes to form itself:
1. Slightly modify wording for question #8 to help applicants better understand what is being
asked of them
2. Slightly modify wording for question #9 to help applicants better understand what is being
asked of them
Changes to the instruction sheet:
1. Slightly modify wording for instruction #1 to help applicants better understand the form’s
purpose
2. Add sentence ‘Check “Out of Business Final Report” at the top of the form and complete form.’
to end of instruction #4
3. Slightly modify instruction #8 so it’s consistent with the check boxes that are on the top of the
form
4. Modify wording of Definition #1 to help applicants better understand what is being asked of
them; this includes re-wording the definition of “Produced,” adding clarifying information to 3 of
the exceptions listed (a, b, and c), and adding 1 exception (i) - this additional exception was
already outlined in instruction #6b- we are just putting it here additionally, with all the other
exceptions
