The purpose of this panel survey is to
collect data that will be used to provide national estimates
biennially on the doctoral science and engineering workforce and to
measure changes in their employment, education and demographic
characteristics. Historically, the survey has been designed to
allow cross-sectional reporting for a large number of fields of
study. This request continues the commitment in the prior revision
to build an efficient, effective and sustainable longitudinal
design to support longitudinal estimation. The data collected in
this survey will enable the National Center for Science and
Engineering Statistics (NCSES) to partially fulfill the
Congressional mandate to serve as a clearinghouse for information
on the doctoral level scientific and technical population of the
U.S. This information allows for policy and planning activities by
officials of government, private industry, and academic
institutions.

The reduction in burden
expected in 2019 is a result of the slight decrease in the number
of sample members; survey length and response rate are both
expected to remain unchanged.
