Supplemental Supporting Statement A: Justification
This request seeks OMB approval under the Paperwork Reduction Act for the unique information collection requirements in the Homeless Veterans’ Reintegration Program (HVRP) Funding Opportunity Announcement. The Department will announce the availability of approximately $19 million in grant funds authorized under Title 38 of United States Code (U.S.C.), Sections 2021 and 2023.
Applications proposing to serve homeless veterans and incarcerated veterans under the HVRP solicitation will fall into either urban or non-urban geographical area categories. Awardees will be required to enroll all HVRP participants at American Job Centers. HVRP grants seek to address two objectives: to provide services to assist in reintegrating homeless veterans into meaningful employment within the labor force, and to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans. Applicants may apply for a maximum amount of up to $500,000.
The period of performance will be for the 12-month period of July 1, 2020 through June 30, 2021, unless modified by the Grant Officer. We expect that successful applicants will begin program operations on July 1, 2020. This performance period includes all necessary implementation and start-up activities.

This grant solicitation is available on the Grants.gov Web site. Based on past DOL experience, the Department anticipates 75% of the responses will be submitted electronically.

Special circumstances:
This FOA implicates no special circumstances.
Burden:
Based on past experience, the DOL expects to receive approximately 150 applications from an equal number of respondents. Public reporting burden for the information collection is estimated to average 20 hours per response for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.
150 applications x 20 hours = 3,000 hours

3000 hours x $31.14 = $93,420.00
The DOL associates no other burden costs with this information collection. In addition to the application, each grantee will be required to submit quarterly financial, performance, and narrative reports to VETS. Those information collection requirements will be cleared under a separate control number.
