The Drug Enforcement Administration
collects information regarding mail order transactions conducted
between a person regulated by the agency and a nonregulated person
(that is, someone who does not further distribute the product)
involving the chemicals ephedrine, pseudoephedrine, and
phenylpropanolamine. Transactions must use, or attempt to use, the
United States Postal Service or any private or commercial carrier.
This collection of information is mandated by 21 U.S.C. 830(b)(3),
and permits the agency to monitor the distribution of ephedrine,
pseudoephedrine and phenylpropanolamine, chemicals which are
subject to diversion for the illicit manufacture of
methamphetamine.
Changes to the annual responses
reflect normal changes in registrant population and activity. The
larger changes in annual burden hours and burden dollars reflect an
adjustment to the estimated burden per response. There have been no
statutory or regulatory changes affecting this information
collection.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
