The Board requires bank holding
companies, savings and loan holding companies, securities holding
companies, and U.S. intermediate holding companies (collectively
holding companies (HCs)) to provide standardized financial
statements to fulfill the Board’s statutory obligation to supervise
these organizations. HCs file the FR Y-9C and FR Y-9LP quarterly,
the FR Y-9SP semiannually, the FR Y-9ES annually, and the FR Y-9CS
on a schedule that is determined when this supplement is
used.

The estimated total annual
burden for the FR Y-9 family of reports is 110,898 hours and will
increase to 110,959 hours. The average estimated hours per response
for non-advanced approaches FR Y-9C filers will increase from 46.29
hours to 46.34 hours, an increase of 0.05 hours. The average
estimated hours per response for advanced approaches FR Y-9C filers
will increase from 47.54 hours to 47.59 an increase of 0.05 hours.
The average estimated hours per response for the FR Y-9LP, FR
Y-9SP, FR Y-9ES, and FR Y-9CS filers will remain unchanged. The
change due to adjustment in agency estimate is related to the
increase of the minimum total consolidated asset threshold for
filing the FR Y-9C and FR Y-9LP to $3 billion and the FR Y-9SP
updated to apply to holding companies with less than $3 billion in
total consolidated assets from August 30, 2018.
