Thank you Tom. You are correct, this is not human subjects research since you are only asking them for descriptive info.
So no IRB review needed.
Your last question in the interview guide asked about legal restrictions to giving data to BJS—just a suggestion, you may
want to ask them to define ‘identifiers’ if that’s a factor in data sharing since we have observed over the years that every
state and public agency defines identifiers differently these days (at least in the non-criminal justice agencies).
