A borrower's assets provide the
security for a Government loan. Selling of assets reduces the
security and increases the risk to the Government. RUS Form 369
allows the borrowers to seek agency permission to sell some of its
assets.
This renewal package requests a
revision of a currently approved collection. There is no change in
the regulations, program operations, other than salary rates
however, there is an increase in responses and burden hours due to
economic factors. The sale of assets are very broad. They are not
strictly sales of capital assets, they include transfers,
exchanges/swaps, easements for ingress/egress, and condemnations
etc. In addition, we are starting to see new headquarters
buildings, therefore the old ones are being sold or parcels of land
are being carved out and sold, etc., all of these situations has
caused the increase in responses we have seen.
