APPENDIX B: BURDEN NARRATIVE FOR RIN-0584-AE62 Revision of Categorical Eligibility in the Supplemental Nutrition Assistance

Estimate of the Information Collection Burden for

Revision of Categorical Eligibility in the Supplemental Nutrition Assistance (OMB #0584-NEW)

This document explains the calculation of the information collection burden for the Revision of Categorical Eligibility in the Supplemental Nutrition Assistance Program (SNAP) under OMB #0584-NEW.

REPORTING REQUIREMENTS

AFFECTED PUBLIC: 53 STATE AGENCIES

1. 7 CFR 273.2(f)(1) & (2) require State agencies to verify resources from applicants (Individuals/Households) during the initial application.

FNS estimates that out of 53 State agencies, 13 State agencies will verify 255,661.04 total records for a total annual response of 3,323,593.55 SNAP applicants’ records. The estimated average number of burden hours per each record is .7292 hours resulting in an estimated total burden hours of 2,423,564.42.

FNS estimates that out of 53 State agencies, 13 State agencies will verify 25,566.10 total records for a total annual response of 332,359.36 SNAP applicants’ records. The estimated average number of burden hours per each record is .205 hours resulting in an estimated total burden hours of 68,133.67.

FNS estimates that out of 53 State agencies, 27 State agencies will verify 76,698.31 total records for a total annual response of 2,070,854.44 SNAP applicants’ records. The estimated average number of burden hours per each record is .205 hours resulting in an estimated total burden hours of 424,525.16

2. 7 CFR 273.2(f)(8)(i) requires State agencies to verify resources from applicants (Individuals/Households) during the recertification of an application.

FNS estimates that out of 53 State agencies, 13 State agencies will verify 204,211.53 total records for a total annual response of 2,654,749.93 SNAP applicant records. The estimated average number of burden hours per each record is .4375 hours resulting in an estimated total burden hours of 1,161,453.09.

FNS estimates that out of 53 State agencies, 13 State agencies will verify 20,421.15 total records for a total annual response of 265,474.99 SNAP applicant records. The estimated average number of burden hours per each record is .123 hours resulting in an estimated total burden hours of 32,653.42.

FNS estimates that out of 53 State agencies, 27 State agencies will verify 61,263.46total records for a total annual response of 1,654,113.42

SNAP applicant records. The estimated average number of burden hours per each record is .123 hours resulting in an estimated total burden hours of . 203,455.95.

3. The proposed rule would require at 7 CFR 273.2(j)(2)(ii) and 7 CFR 273.2(j)(2)(i)(B) that all SNAP State agencies (currently 43 out of 53 State agencies) with expanded categorical eligibility will report to FNS the types of non-cash benefits that confer categorical eligibility. It is estimated that State SNAP agency eligibility workers in the Social and Human Service Assistants (21-1093) in 43 State SNAP agencies will spend a total of 43 hours to report on their non-cash categorical eligibility policies at a rate of $19.74 per hour for a total estimated cost of $837.21 for all respondents annually.

AFFECTED PUBLIC: 10,952,151 INDIVIDUALS AND HOUSEHOLDS

4. 7 CFR 273.2(f)(1) & (2) require individuals and households to provide resource documentation to State Agency eligibility workers at the time of the initial application.

FNS estimates that 5,726,807 individuals/households will provide resource documents one time to a State Agency Eligibility Worker for total annual response of 5,726,807 (5,726,807X 1) responses. The estimated average number of burden hours per each record is .0668 hours (approximately 4 minutes) resulting in an estimated total burden hours of 382,550.73 (5,726,807X .0668).

5. 7 CFR 273.2(f)(8)(i) requires individuals and households to provide resource documentation to State Agency eligibility workers at the time of recertification of an application.

FNS estimates that 4,574,338 individuals/households will provide resource documents one time to a State Agency Eligibility Worker for total annual response of 4,574,338 (4,574,338 X 1). The estimated average number of burden hours per each record is .1002 hours (6 minutes) resulting in an estimated total burden hours of 458,348.70 (4,574,338 X.1002).
