Section 302 of the 1996
Telecommunications Act provides for specific entry options for
telephone companies wishing to enter the video programming
marketplace, one option being to provide cable service over an
“open video system” (“OVS”). Please see the non-substantive change
request justification for the reason behind this non-substantive
justification request to the Office of Management and Budget for
review and approval.
