The information collection
associated with NHTSA’s importation program was last approved by
OMB, significant changes have taken place that impact the
information collection and the assessment of its burden on affected
members of the public. These have resulted, in part, from the
increasing strength of the U.S. Dollar against foreign currencies,
particularly the Canadian dollar, which has led to a significant
increase in the volume of vehicles imported from Canada. Another
factor that has impacted the information collection is the
transitioning in the filing of NHTSA-required import data from U.S.
Customs and Border Protection’s (CBP’s) legacy Automated Commercial
System (ACS) to the new Automated Commercial
Environment/International Trade Data System (ACE/ITDS). The changes
in the vehicle importation program have produced more than a
four-fold increase in the hour burden associated with all aspects
of the program, from an estimated 61,882 burden hours reported in
2013, to a current estimated 243,317 burden hours.
