There is an increase in the
number of applicants, despite the fact that many of the forms are
completed only once and remain in effect (unless withdrawn for
breach of regulations) while the manufacturer, distributor or
packer remains in business. So, a company does not need to complete
these forms on a yearly basis. The decrease in burden hours can be
attributed to the per response time which was updated to reflect a
more accurate assessment of time to complete the forms
