Justification for Non-Substantive Changes to the Collection or Resubmission of the Collection within One Year of Office of Management and Budget’s (OMB) Approval

Background

We are implementing the below changes within one year of OMB’s approval, because we developed the myWageReport application using a method which focuses on adaptability and user satisfaction, and is broken into incremental builds. These updates incorporate enhancements and respond to myWageReport user needs.

We included Overlapping Pay Period screen changes (Change #3-7) OMB’s approval received on April 16, 2018, however; based on feedback from usability testing, we did not implement the changes. After additional usability testing on the OMB approved Overlapping Pay Period screens, UXG made several small language changes to increase usability and user comprehension. We expect to implement the new language for the screen during the December 2018 release, rather than the original language that was approved.

  • Change #1: We are moving the language “If you receive direct deposit…” from below the date input fields to above the date input fields to satisfy a 508 requirement on the Data Entry screen (2.1.1) (page 4):



  • Justification #1: The minor adjustment to language placement on this screen complies with 508 requirements. It will allow all users with a visual limitation to have a similar wage reporting experience as those without.



  • Change #2: We are revising the language on the Title II Representative Payee Review screen (2.2.1) (page 5):



Old Language: “Your wage report has not yet been submitted.”

New Language: “This wage report has not yet been submitted.”



Justification #2: We are replacing “your” with more general language promotes consistent terminology across the various wage-reporting methods, preventing inaccuracies due to user confusion over terminology.



  • Change #3: We are revising the language on the primary button on the Overlapping Pay Period screen (2.3.1) (page 6), we are revising the language on the primary button:



Old Language: “Yes, these pay stubs are correct”

New Language: Yes, these dates are correct”



Justification #3: We are revising this language to increase usability and user comprehension. Users are more likely to identify the overlapping information with more specific language.



  • Change #4: We are revising the language on the Overlapping Pay Period screen (2.3.1) (page 6), on the “More Information” link:



Old Language: More Information

New Language: Why am I seeing this?



Justification #4: We are revising this language to increase usability and user comprehension. Users are more likely to notice and click on this language if they needed additional information during the wage reporting process.



  • Change #5: We are revising the language on the “The wages highlighted …” in the yellow information text box on the Overlapping Pay Period screen (2.3.1) (page 6):



Old Language: The wage highlighted below include more than one pay stub for the same pay period. Please check for errors. You can select “Update” to make changes.

New Language: The wages below include more than one pay stub for the same pay period. Please check for errors. You can select “Update” to make changes.


Justification #5: We are revising this language to increase usability and user comprehension. This language is clearer to users who may be unable to recognize the highlighted information.

  • Change #6: We are revising the directional language “If the information is correct…” below the yellow information text box on the Overlapping Pay Period screen (2.3.1) (page 6):



Old Language: If the information is correct, select “Yes, these pay stubs are correct” to continue this wage report”.

New Language: If the information is correct, select “Yes, these dates are correct” to continue”.

Justification #6: We are revising this language to increase usability and user comprehension.

  • Change #7: We are revising the language in the model that appears when a user clicks “Why am I seeing this”? on the Overlapping Pay Period More Details model (2.3.3) (page 7):

New Language: The information displayed may contain…

Justification #7: We are revising this language to increase usability and user comprehension. This language is clearer to users who may be unable to recognize the highlighted information.



We will implement these updates upon OMB’s approval.
