Before this ICR
is renewed, APHIS should explore converting PPQ Forms 368 and 523
to common forms. If this is not done before the renewal, an
explanation should be provided as to what challenge(s) APHIS has
for the conversion.

This information collection describes
activities for ensuring respondents involved in the importation of
small lots of seeds without phytosanitary certificates are
complying with the plant pest control and traceability requirements
of 7 CFR 319.37.
This request for renewal has an
increase of 995,094 responses and 18,332 hours of burden. The
increases are attributed to an increase in estimated business
respondents, significant increases in labeling and marking
estimates for all respondents, and inclusion of a new activity,
Arrival Notifications. A second new activity, Emergency Action
Notification, added two responses and two hours of burden.
