In compliance with 46 U.S.C. 50102 (2007), the Merchant Marine Act of 1936, as amended, MARAD, Office of Shipyards and Marine Engineering, conducts this survey to obtain information from the shipbuilding and ship repair industry to be used primarily to determine, if an adequate mobilization base exists for national defense and for use in a national emergency. The information that is collected is voluntary and is collected annually from the shipbuilding and repair industry and is used in producing various shipyard reports and databases that are shared with the Navy and other Government agencies. The information was previously collected quarterly from respondents, but is currently being collected annually. The Office of Shipyards and Marine Engineering has determined that they only need to surveil the shipyards once a year (vice 4 times) as the data rarely changes during the year.
