The Community Development Program
promotes the participation of western Pacific communities in
fisheries that they have traditionally depended upon, but may not
have the capabilities to support continued and substantial
participation in, possibly due to economic, regulatory or other
barriers. Any western Pacific community interested in participating
in the Community Development Program must develop and submit a
community development plan to the Western Pacific Fishery
Management Council and the National Marine Fisheries Service (NMFS)
describing the activities, including fishing activities to be
conducted under the plan. The information collected will be used to
determine whether the communities meet the regulatory requirements
for participation in the program, and whether the activities are
consistent with the intent of the program, the Magnuson-Stevens Act
and other applicable laws. The collection includes no forms,
although the Western Pacific Fishery Management Council provides
instructions for preparing and submitting a community development
plan.
