Title of Information Collection

Usability Testing of the Online Eastern Population Sandhill Crane Survey Data Entry Portal
Purpose

Since 1979, the USFWS Migratory Bird Program has been responsible for estimating the Eastern
Population sandhill cranes at the end of October of each year, by collecting survey data from
volunteer observers. Notifications for the survey are sent to volunteers and data results are mailed
or emailed to USFWS coordinators in order to calculate an abundance of sandhill cranes. This
survey has traditionally been a paper survey sent through the mail and email but we are transitioning
to an online survey platform to reduce cost, improve data quality, and decrease respondent burden.
This survey has no statistical design. The information will assist managers with decisions pertaining
to the population. The sandhill crane data entry portal is very basic and intuitive that we do not
anticipate any undue burden when using the portal during this usability testing.

Description of Respondents

Our respondents are volunteer based and not solicited. They primarily consist of individuals, but
state and federal agencies may participate as well.

The estimated annual cost to the Federal government is $540. This amount was calculated
assuming the cost of one biologist’s time to initially email notices, compile respondents returned
data, and compile data in spreadsheets for estimates (est. 15 hours x $36/hr) = $540. The survey
itself is online and does not require additional staff to conduct.

“If we receive 20 submissions and it takes 30 minutes to process and implement each one, then the total burden is $322.40
assuming a GS-7 step 5 is processing the submissions. Please note, however, that this custom form is a tool meant to accept

For security and future notifications, survey participants will self-register and create a
username/password by requesting a log-in if they want to participate. This is no different from a
website's "log-in or register" link. Participants log-in information (name and email) will be used to
inform them of next year's survey. It will be up to the volunteer to log back in and participate in
corresponding years. Participant's information will be deleted from the on-line database if they do
not use the portal more than 2 years and will have to re-register.
