Focus Group Interviews and User Testing to Assess Hunter Attitudes toward the HIP Questions and Migratory Bird Harvest Survey
Purpose
The USFWS Migratory Bird Program currently conducts the annual National Migratory Bird Harvest Survey to
estimate migratory bird harvest and hunter activity in 49 states (all but Hawaii). The survey sample frame comes
from each states' Harvest Information Program (HIP) in which hunters are asked questions about their hunting
avidity in order to place them into strata for sampling and estimation. Hunters are then sampled from each strata and
sent invitations to the online survey asking them to report their hunting activity during the current hunting season.
Recent analyses suggest that hunter attitudes toward, and misunderstanding of, HIP questions and the harvest
survey may lower response rates, and introduce bias and imprecision in estimates of harvest and hunter activity.
The purpose of this information collection is to investigate (1) how hunter understanding of, and attitudes toward,
HIP questions and the harvest survey might influence the validity of their answers, and (2) identify and recommend
changes to the HIP questions and the online harvest survey that improve stratification, hunter participation in the
online survey, and the quality of information collected by the survey. This information will be collected by a
contractor, DJ Case & Associates, using 12 focus groups consisting of 10 participants/group (4 flyways x 3 hunting
avidity levels). Each focus group will be asked to participate virtually in group interviews, followed by a session of
user testing of the online harvest survey.
Description of Respondents
Respondents will be sampled from hunters who registered for the Harvest Information Program in the 2020-2021 hunting season, stratified by geographic location (one
of 4 US Flyways: Atlantic, Mississippi, Central, or Pacific) and hunting avidity (did not hunt last year, hunted but killed less than 10 birds, or hunted and killed greater
than 10 birds). A maximum of 120 respondents will be asked to participate. In general, the sample frame of hunters enrolled in the Harvest Information Program (HIP)
are > 16 years old, because most states do not require youth hunters to register for HIP. However, some states do register youth hunters, and they can be potentially
selected for the voluntary national harvest survey, because we require an unbiased sample of hunters in order to achieve a rigorous unbiased estimate of the harvest of
migratory birds. However, given the small proportion of youth hunters (< 3%) in the sample frame, and our small interview sample, we will exclude sampling youths for
the focus groups in favor of getting a more representative sample of hunters who make up the vast majority of the hunting population.

An incentive of $40 will be provided to compensate participants for the interview. Respondents completing a 15-minute testing will receive $10. We estimate the burden time to be 1
hour 45 minutes for the interview and 15 minutes for the testing. Our experience with hunter participation in our harvest surveys indicates that response to invitations is low, approx.
30-40%, and skewed positive toward avid hunters. Therefore, we believe offering an incentive will be necessary to attract a sample of hunters with a diversity of views and attitudes.

The customer list is the Harvest Information Program sample frame, consisting of approximately 4 million hunters who
registered in 49 states in order to hunt migratory birds. Each state sends us the list of hunters and contact information
before and during the current year's hunting season. The sample frame will be stratified by their address into 1 of 4
flyways, and also stratified by hunting avidity based on how they answered the HIP questions (how many birds did you
shoot last year). Emails will be sent to a random sample of hunters in each stratum at rolling intervals to ensure a
sufficient number of participants is selected. Because participation is voluntary, hunters will self-select to participate.
