Email Request For Feedback From Industry Partners
Purpose
The USGS manages the interagency 3D Elevation Program (3DEP), and is seeking input on the value of that data for broadband industry applications.
3DEP was created in response to growing needs for high-quality elevation data, with a goal to complete acquisition of nationwide lidar (IfSAR in Alaska) by 2023
to provide the first-ever national baseline of consistent high-resolution elevation data – both bare earth and 3D point clouds – collected in a timeframe of less than
a decade. The data are acquired by commercial vendors to a common specification , and available at no cost and license free to the public through The National
Map. At this point, USGS has acquired lidar data for about 70% of the Nation, including 100% of IfSAR in Alaska. The high-resolution elevation models and lidar
point clouds provide a highly accurate representation of the Earth's surface, potentially useful in for a variety of broadband related applications.
The USGS has lately been coordinating with Federal partners to include line-of-sight viewsheds from communication infrastructure sites on public land
represented in BLM's JOEL map. The inclusion of these products to industry could prove valuable in determining signal propagation, siting, or as an input to other
models that require a representation of the terrain. USGS is seeking feedback on the utility of that addition, and confirmation of its value to industry to justify
production.
Specifically, we are seeking feedback from our industry partners regarding the following questions:
1) What processes or applications do you currently use that require elevation models or other representation of terrain?
2) What engineering, design, planning, or construction products could be improved or enhanced through the use of the USGS 3DEP data?
3) Is a line-of-sight model from communication infrastructure sites on public land of value to industry? In what way?
If you have additional questions regarding the 3DEP program, data availability, or any other details, please feel free to contact Dr. Mike Tischler, Director of the
USGS National Geospatial Program (mtischler@usgs.gov).

Description of Respondents

The respondents will be members of the broadband industry who have engaged with Federal
Partners leading the American Broadband Initiative (ABI). The ABI lead at the Office of Science,
Technology, and Policy, will send the feedback request via email to no more than nine (maximum)
members of the broadband industry.

Federal Cost: (Consult your Bureau/Office Information Collection Clearance Officer for assistance, if necessary)
The estimated annual cost to the Federal government is $ 0.00

, based on: (provide details below)

There is no cost to the federal government, we do not intend to aggregate email responses. We are
aiming to solicit feedback from four (up to a maximum of nine) broadband industry partners.

Sample Response to Federal Cost Question:
“If we receive 20 submissions and it takes 30 minutes to process and implement each one, then the total burden is $322.40
assuming a GS-7 step 5 is processing the submissions. Please note, however, that this custom form is a tool meant to accept
submissions in a standard format rather than through the freeform submissions that would otherwise come in by personal email.
Thus the existence of this form actually saves the government money by standardizing submissions and decreasing the workload of
processing each one.”

If you are conducting a focus group, survey, or plan to employ statistical methods, please provide answers to the
following questions:
Selection of Targeted Respondents
1. Do you have a customer list (or something similar) that defines the universe of potential respondents and do you have a
sampling plan for selecting from this universe?
No
Yes If “Yes,” please provide a description of both below (or attach the sampling plan). If the answer is no, please
provide a description of how you plan to identify your potential group of respondents and how you will select them.

Sample Response to Question 1 Above:
“Participants will self-select by choosing to follow the link to submit a resource. This is really no different than any website’s “Contact
Us” type of link; this submission form is only used by those who want to contribute to the toolkit. The “Submit a resource” link will be
located on the bottom of the toolkit homepage.”
