This collection is needed as part of the publication of an interim final rule that amends the National Security Industrial Base Regulations (15 CFR 700-705) to add two new supplements to part 705 which set forth the requirements and process for how parties in the United States may submit requests for exclusions from the remedies instituted by the President (“exclusion requests”) regarding the effects of imported articles on national security. The new supplements also set forth the requirements and process for how parties in the United States may submit objections to the granting of exclusion requests.

When this collection was initially approved as an emergency collection, burden hour estimates were cited due to the information at that time. Now that this new collection has been in place for 6 months, the Bureau has a more realistic number to estimate. Therefore, an increase in burden hours is needed to better reflect realistic numbers which were previously unknown.
