REQUEST FOR A LANDING LOCATION FOR
COMMERCIALLY PERMITTED REEF FISH VESSELS
Vessels with a federal commercial permit for reef fish in the Gulf of Mexico must notify the National Marine Fisheries
Service (NMFS) in advance of landing any federally managed reef fish species from the Gulf of Mexico at an approved
landing location. A landing location must be approved in advance to ensure the site exists and law enforcement agents can
access the site. Submit a proposed landing location using this form. A proposed landing location that meets the criteria below
will be approved only at the end of each calendar-year quarter. A landing location must have a street address or global
positioning system (GPS) coordinates for an identifiable geographic location if there is no street address on record. Use this

NMFS will evaluate proposed landing locations based on, but not limited to, the following criteria:
• Landing locations must be publicly accessible by land and water;
• Vehicles must have access to the site via public roads;
• Vessels must have access to the site via navigable waters;
• No other condition may impede free and immediate access to the site by an authorized law enforcement officer.
Examples of such conditions include, but are not limited to, a locked gate, fence, wall, or other barrier preventing
24-hour access to the site; a gated community entry point; a guard animal; a posted sign restricting access to the site;
or any other physical deterrent.

NMFS requires this information for the conservation and management of marine fishery resources. The data reported will be used to develop, implement,
and monitor fishery management activities for a variety of other uses. Responses to this collection are required to obtain or retain a fisheries permit under the
Magnuson-Stevens Fishery Conservation and Management Act. Non-confidential information may be released via a NMFS Web site. Non-confidential
information means the landing location name, and the landing location address or GPS coordinates. All other data submitted will be handled as confidential
material in accordance with NOAA Administrative Order 216-100, Protection of Confidential Fishery Statistics. Notwithstanding any other provisions of the
law, no person is required to respond to, nor will any person be subjected to a penalty for failure to comply with, a collection of information subject to the
requirements of the Paperwork Reduction Act, unless that collection of information displays a currently valid OMB Control Number.

Privacy Act Statement
Authority: The collection of this information is authorized under the Magnuson-Stevens Fishery Conservation and
Management Act.
Purpose: NMFS requires the use of permits or registrations by participants to manage U.S. fisheries. Information on permit
applicants and renewing permit holders includes personal contact information.
Routine Uses: NMFS will use this information to identify fishery participants. Disclosure of this information is permitted
under the Privacy Act of 1974 (5 U.S.C. Section 552a), to be shared within NMFS offices, in order to coordinate monitoring
and management of sustainability of fisheries and protected resources, as well as with the applicable state or regional marine
fisheries commissions and international organizations. Disclosure of this information is also subject to all of the published
routine uses as identified in the Privacy Act System of Records Notice COMMERCE/NOAA-19, Permits and Registrations
for the United States Federally Regulated Fisheries.
Disclosure: This information is mandatory; failure to provide complete and accurate information will prevent the
determination of eligibility for an approved landing location.
