The information collection is
necessary for the Federal Home Loan Banks to determine, and for the
Federal Housing Finance Agency to monitor, whether applicants are
eligible to receive Affordable Housing Program (AHP) subsidies and
whether their use of AHP subsidies complies with approved
applications and statutory and regulatory requirements. The likely
respondents are institutions that are Bank members and non-member
entities that receive or apply for AHP subsidies through a Bank
member.

FHFA has published a proposed
rule that would make a number of substantive and other revisions to
12 CFR part 1291, including revisions to some of the regulation’s
information collection requirements. On balance, FHFA anticipates
that the proposed rule would decrease information collection
burdens somewhat on a per-submission basis. Nonetheless, FHFA
anticipates that the total burden associated with this information
collection would increase somewhat due to two factors. First, FHFA
expects that more projects would qualify for AHP subsidy under the
proposed rule than under the existing regulation and that this
would lead to an increase in the total number of applications for
AHP subsidy submitted to the Federal Home Loan Banks. Second, apart
from any effect of the proposed rule, FHFA expects that higher Bank
income will lead to an increase in the amount of money available to
fund the Banks’ AHP programs, which will likely lead to the
approval of a greater number of AHP applications. More AHP projects
outstanding would, in turn, lead to a higher overall number of
monitoring and compliance submissions associated with those
projects.
