This information is mandatory. The purpose is to provide information to be used in the designation of service categories of individual vessels for purposes of compliance with the Cargo Preference Act under a Memorandum of Understanding entered into the U.S. Department of Agriculture, U.S. Agency for International Development, and the Maritime Administration. The Maritime Administration will use the data submitted by vessel operators to create a list of Vessel Self-Designations and determine whether the Agency agrees or disagrees with a vessel owner’s designation of a vessel.

On average, over the previous 3 years, MARAD has added approx. 200 vessels each year to the list which underpins the ‘Procedures for Determining Vessel Service Categories for Purposes of the Cargo Preference Act”. Each vessel is submitted by the ocean carrier, or a vessel broker, by means of an individual e-mail (i.e., the RESPONSE) to our offices. As to the time required to submit each individual response, the medium of e-mail has greatly sped up the internal process for responses. We re-confirm our position that a maximum time required per each response is approximately 15 minutes.
