OSM and State regulatory authorities
use the information collected by 30 CFR Part 800 to ensure that
persons conducting or planning to conduct surface coal mining and
reclamation operations post and maintain (1) an appropriate
liability insurance policy and (2) a performance bond in a form and
amount adequate to guarantee fulfillment of all reclamation
obligations.

This submission represents a
net decrease of 76,178 hours from the currently approved collection
burden for 30 CFR Part 800, due to a decrease in permit
applications, reducing the burden from 147,817 hours to 71,639
hours. This collection will see a non-wage cost reduction of
$934,518 due primarily to a significant decrease in the number of
current bond release requests, thus decreasing the non-wage cost
from $1,499,614 to a new $565,096.
