The BLM collects information from owners of surface estates who apply for underlying Federally-owned mineral interests. The BLM uses the information to determine if the applicants meet the requirements of Section 209(b) of the FLPMA (43 USC 1719(b)), which authorizes the conveyance of such mineral interests under certain circumstances.
