VA Forms 21-8951 and 21-8951-2 are
used by VA beneficiaries who are also reservists/guardsmen to
certify the number of days they were in training and either waive
VA disability benefits in order to receive training pay or waive
training pay in order to receive VA benefits. The law prohibits
concurrent payment of training pay and VA benefits. VA Forms
21-8951 and 21-8951-2 are being revised to include new
standardization data points; to include optical character
recognition boxes. This is a non-substantive change.
